If you go to Arngeir and tell him that the Blades want Paarthurnax dead, he will tell you that - although what Esbern said is true - it was because all dragons were in league with Alduin at first, and that Paarthurnax could not help it. They will tell you that their oaths as Blades prevents them from giving you any further help until you kill Paarthurnax. In addition, Delphine thinks that his betrayal of Alduin actually makes him worse, because it could mean that he might betray the Dragonborn in turn. You can argue in Paarthurnax’s defense, but both will reiterate the war crimes and atrocities committed by Paarthurnax. If that fails, make sure both Esbern and Delphine are on the landing next to the wall, then check the current stage of the quest with getstage mq203. Once you teleport an NPC it will start walking to where it is supposed to be, and it should fix the issue. Walk into the temple and up to the wall, and enter the command moveto player to teleport Esbern to you. Open the command console and click on Esbern to get his ID. You can also try to move the NPCs inside of Skyhaven manually. Delphine should then move to light a basin and the scripting will continue. Force Delphine to equip her torch by opening the command console, clicking Delphine to get her ID, and typing equipitem 0001D4EC 1 left. If Delphine does not equip her torch, she may not follow Esbern up the stairs, and Esbern will not examine the wall when spoken to. It is scripted that Delphine and Esbern equip torches and light basins. Reloading a save and telling your follower to wait outside Karthspire or simply go home should avoid this. If this happens, Delphine may fail to follow Esbern up the steps or engage Esbern in dialog, preventing the quest from completing. If you have a follower with you when you enter the interior of the Karthspire, they will not follow you, but they may reappear when you enter Sky Haven Temple proper. Esbern may not complete examination of Alduin's Wall.
